I received an email offer from Overnight Money-Back Recovery Software, collecting late fees from UPS and FedEx

I would then keep half of the collected money and pay the other half to the company due the refund. (some companies ship a lot of packages and would have to pay someone to track the late ones). is this market saturated? is this a viable way to make money?
