What is the best software to split movie files?


What is the best software to split movie files? I record movie with my TV card in my PC, but I want to remove part of the movie (time before and after the movie and commercial breaks). I would like to process them in batch, so that it can be converted at night, when the pc is idle). I have found some good software to convert, but none to cut the movie. Any idea?
